So he tells one side of the story, however the other side of the coin is not so easy. It has to do with people getting speeding tickets and start slowing down because of it. Perhaps there are fewer collisions because people can react in time because they are going slower, or perhaps not being at the wrong place at the wrong time because they are not speeding. The article seems to be an apple and oranges comparison.
